Can someone elaborate behind the reasoning for increasing the rooftop equipment loads by 90% as specified in ASCE 7-05 Section 6.5.15.1 for buildings less than 60 feet?  Was this increase made as the result of testing?  

It is very frustrating to have previous designs work under ASCE 7-02 and not work for ASCE 7-05.  

Anyone's response would be greatly appreciated.
