I have a composite girder (W18x40 6" flange) that was installed with a screed angle 1.5" from the edge of the beam, ie only 4.5" of the beam is covered in concrete.  

This puts the shear studs 1.5" from the edge of slab.  I have found a line in AISC that a minimum of 1" lateral cover is required except for connectors installed in the ribs of formed steel decks.

It does not look right to me, but do i have a problem?

A couple of questions come to mind:

Was the beam designed for composite concrete flange on both sides?

If the beam is analyzed as edge beam with composite concrete flange on one side, what is it's capacity?

Is the joint detailed with dowels. If so, is there sufficient capacity to transfer the force in the flange from one slab to the other?

Since many times studs have not the length for adherence provide the neccessary reaction to develop its capacity, it is the cone supported by its head what provides it, so as a guess of answer to your question if the cone can be imagined within the concrete repercussion should be small.

According to the code since the cover would be understood factual to edge you may be not complying with it, depending of the dimensions of the studs and their head.
