In section F4 does the value calculated for Pmax only apply to unanchored tanks whose internal pressure does not exceed the weight of the roof, shell and attached framing?

If the answer is yes, does it follow that a tank which is anchored to prevent uplift may be designed to hold internal pressures calculated for P in section F.4.1?

Any information would be appreciated.

Yes.

If anchored, use section F.7 and design the compression ring per F.5.1.
