Try manual removal..

While RSView32 has an uninstall program (in the program group Programs-> Rockwell Software-> RSView32), this program does not delete the existing files in the RSView, RDM and VBA directories.  If file corruption, .DLL registration or file version problems arise, the best way to correct them is to manually uninstall the software.  Below is a list of steps describing how to do this:

Close all Rockwell Software
Uninstall any RSView options that may have been installed (i.e. Active Display Server, Resource Kit, Messenger, RecipePro, SPC, TrendX).  If prompted to remove all files, select "Yes to all"
Reboot the computer
BEFORE REINSTALLING RSVIEW, use Windows NT Explorer to manually delete the RSView program directories.  By default, these are located in \Program Files\Rockwell Software.  If RSView has been installed to a different location, search the hard drive to find their location.  The two directories in question are called "RSView" and "RDM".
Next, use Explorer to delete the files in the VBA folder. found by default in \Program Files\Common Files\Microsoft Shared.  Do not delete the VBA or VBA6 sub-folder. Please note that since VBA is a shared application, any other programs that use VBA (i.e. Microsoft Office) may experience problems if the VBA that is reinstalled is not the same as what was originally installed.  On the other hand, this is the only way to correct a corrupted VBA installation.  As a precaution, you may wish to make a backup of this folder prior to deleting it.
Empty the Windows Recyle Bin.
Edit the Windows path and remove any references to "RSView" and "RDM " paths.  The Windows path environment variable is located in the Windows Control Panel --- System --- Advanced ----Environment variables ----- and double click Path in the bottom half of the window.
From the registry, delete the Uninstall key for RSView32
Use REGEDT32.EXE (if using Windows NT) or REGEDIT.EXE (if using Win9x, 2000, XP, or Server 2003)
Navigate to HKEY_Local_Machine\Software\Microsoft\Windows\CurrentVersion\Uninstall
Delete the RSView32 folder
Navigate to HKEY_Local_Machine\Software\Rockwell Software
Delete all the RSView32 folders
Finally, reinstall RSView and any other RSView options
