I have a drawing for a gear in Japanese with English translations.

The specification for the lead and involute slope (pressure angle) modifications are given as two parameters: mean and dispersion e.g. "mean -10~-2", "dispersion 0~-20".

Any idea how these should be interpreted?

I could understand it if maybe "mean" was interpreted as "nominal" and "dispersion" was interpreted as "tolerance", but as you can see, both parameters are quoted as ranges so that would not make sense.

Another possibility is that "mean" is the allowable range of "mean" slopes and "dispersion" is the almount of squiggle allowed either side of the mean line, but the dispersion range is greater than the mean range, so that doesn't make sense either.

Any ideas?
