You will find no notes in tunnel lining design in Sap2000. Lining design is probably listed in other literature. Here is why Sap2000 will not design for you.

Sap2000 is a finite element software, which means it carries out basically simple analysis for some widely used elements, namely frame, shells, solids, springs etc.

And Sap2000 may design(actually verify stresses) in frames, but not in shells or solids(to my current knowledge)

A lining is likely to be a shell element or a membrane.

If you are sure analysis for linings can use shell(or membrane) elements, then go ahead and use SAP2000

Just be careful to see if your lining is an elastic material or not and have a feeling for the amount of displacement likely to occur. Sap2000 can analyze linear or nonlinear behavior, and can analyse small or large displacements, but you are the master, and your theoretical knowledge is required beforehand. I hope you have analysed linings manually before attacking software.

hope this helps.
