I am working on a project in Rochester, NY and want to utilize an above ground heated enclosure (Safe-T-Cover) to house an 8" water meter. The enclosure is to be slab mounted. I'm wondering if the heat produced within the enclosure (from a slab mounted heater) will be sufficient to prevent the slab from heaving. Should i consider having the slab foundation bearing below frost line to prevent damage to the watermain that will be projecting through the slab? Any thoughts are appreciated.

Yes.

If enclosure is maintained above 40 degrees or so it should be possible to protect it and and ground below from freezing. I'd suggest designing the slab like a frost-protected shallow foundation.  Thicken the edge 12"-18", put vertical subgrade insulation around it, and maybe some horiz insulation also.
Use some flexible material around the pipe to allow a little slab movement without stressing the pipe, similar to a concrete expansion joint.  Or a modular/flexible insert designed for this purpose.

Hydrants are installed in cold climates through sidewalks without any special precautions, other than some clean fill under the sidewalk.
