We just installed a new AHU for our O.r.'s and the output air temp is 60 deg.f or higher. We have over 25 ahu's and this is the only one that cant produce 60 deg.f air or lower. This unit is 100% osa wich is not helping the issue. The chill water temp is 42-44f entering the unit at about 90 gpm. Now according to water balancing co. the unit requires 75 gpm and they want to adjust the cuircut setter because according to them slowing the flow of the chill water will create more exchange and drop the air temp. I know this works for air flow but i never heard this about chill water . So is it possible to have too much flow through the ahu coil??

Check the design docs. you will probably find that the coil isnt up to the job of delivering the 60f air at the required air flow, ie not big enough.
