I am looking for a resource to learn how to evaluate stresses on the shell of an API 650 tank due to attachments.  Specifically, right now I'm working on a gantry that follows the upper rim of a floating roof tank.

Try Appendix P of API-650, WRC-107, WRC-297, and various pressure vessel handbooks.  Also, Roark's Formulas for Stress and Strain.  The WRC books and the PV handbooks may not include tables for shells adequately thin to cover the case.

Note that it may be easier to change the attachment to something you can evaluate than to evaluate an odd shape.

It may be easier to locate attachments in the wind girder area.

         Do you mean " Design of Weldments published by James Lincoln ARC Welding Foundation" as I have never heard of the "Welding Founding" . It's very important to correctly quote references!!
