I would like to be able to make solid models of cutters and holders and be able to import them into the libraries.

I've done something similar with custom commands but it isn't flawless.

You can already do this. When you create a tool there is on option on the tool dialog to Export tool to Library.
As for Exporting the solid of the tool and Holder they are simply .prt files that are in the UGII_CAM_LIBRARY_TOOL_GRAPHICS_PATH folder.
Look in the help docs on Customizing NX Library.
When you edit a tool the system creates a solid body of the tool and holder. You can then select Window - More and the tool should be on the list of open files. Select the tool and now you have a solid model of the tool.
If you want to see some examples retrieve the tool ugti0202_019
When your in the tool path Verification set the tool display to assembly.
If you are looking for some automated approach then you will need some UG Open code to do this.

What I would like to do is create a tool in native NX (outside Teamcenter Engineering), and be able to save it to the library. The same for the Cat 40 holders we have. Making a holder in the "create tool" inside Cam is very painful. I'm talking about clicking the holder tab when you create a tool, then "stacking" all the features of a long tapered holder until you get to the ring where the spindle lugs engage.
If you're saying I can model these, or get models of them from the vendor's site, that would be great. We have them in Vericut, so maybe I'm already home and don't know it!

These are the library tools that have a file associated to them. You could model any thing you want to and have it display as a tool.
I had a user model a race car and had it display as a tool in the path once. He had a lot of time on his hands.
Like I said check out the help docs on Customizing NX Library. There are several attributes that need to be added for this to work correctly. The big thing is the name of the tool file MUST match the name of the library name.

However, if the objective is to get tool data from the model for use in generating the toolpaths themselves i.e. tool dia, flute length, etc. That is another question altogether.
