my coworker tells me ACI318-08 calls for 3 28-day cylinders instead of 2.  wondering if anyone was seeing this hapen yet out there in USA.

That is only if you are using 4"x8" cylinders.  If you are using 6"x12" cylinders, then only two are required.

And yet it is interesting that most project specifications that I have seen in Asia require 3 specimens for a 28-d strength . . .

i still see 2 called out because most specs are 20 years old and never updated. technically the 3 4x8 cylinders was not accepted by ibc unless the eor approved its use. recent adoption (ibc '09) references aci that says "either or" with 2 6x12 or 3 4x8.
