I've been asked to find a good adhesive to bond a phenolic strip with an aluminum door, but the adhesive needs to conform to a federal spec MMM-A-132. Any suggestions?

Most manufacturers will state if their products are qualified to MMM-132-A. However you need to realise that the data generated by MMM-132-A does not contain any useful design data whatsoever.

My advice would be to concentrate on the surface preparation especially for the aluminium.

Many of the adhesives under MMM-A-132 are also qualified for MIL-A-25463. It is aimed at adhesives for sandwich construction, but maybe some of the data at the MIL spec may be useful to you.

Not sure if you have specific strength requirements to meet, but we have used Hysol EA9320NA room temperature cure paste adhesive with AC-130 Sol-Gel treatment for good results on aluminum.  The EA9320NA product data states that it meets the requirements of MMM-A-132 but it is not listed in the QPL.  

I don't know if this adhesive is compatible with phenolic material, or what surface prep would be required.
