Should we include corrosion allowance on pig closures (3.2mm on the sour service line) if the line is being purged with Fuel Gas (sweet)?

Also, does anyone know if A350 LF2 is an acceptable alternative to CSA Gr.359 CAT II in this application?

The corrosion allowance applied to the minor and major barrels is normally also applied to the end closure.

Grade 359 Cat II is not the same as A350 LF2.

Grade 359 means the SMYS of the material is 359 MPa, A350 LF2 has an SMYS of ~ 248 MPa, so it is a significantly weaker material and you would need a higher wall thickness to do the substitution.
