1)Navmat P-9492 (Navy Manufacturing Screening Program, May 1979) provides guidance for conducting  thermal and vibration tests to eliminate most latent workmanship defects in  avionics electronic equipment. I understand  the doucment has been canceled.
 
2) I would like to know  if there is  any another (similar) document that is suitable, available and is currently used in military/commercial applications to conduct ESS tests (thermal/vibration) to eliminate latent workmanship defects.

One school of thought is to "seed" latent defects into components.  Then perform developments tests to determine the environmental levels need to precipitate the defects.
