Given the catalog specifications of a linear motor with delta winding and a given payload, how does one determine the resistance necessary on each lead to dynamically brake the system?

The best way is to use a regenerating drive and just drop the frequency below the corresponding linear speed.
You probably won't get enough braking out of an induction motor with a resistor. Often DC is injected into one or more windings and braking is caused by the resulting induced eddy currents in the LIM rail.

If you use brushless motor and braking by short between phases, than braking current (force) is defined by linear velocity, back EMF constant and motor resistance.
