AISC 13th Edition, Section G.3.1 gives limits on the when you can use tension field action for shear.  The first one says not allowed in "end panels in all members with transverse stiffeners."

I can't find a definition for "end panels."  My common sense tells me that it's the first panel of web from the first to the second set of transverse stiffeners. But I don't always like relying on common sense. I'd like for there to be a definition in the code.

The Commentary to G3.1, on page 16.1-288 describes an end panel as one where there is a panel only on one side.
