From what I found it looks like CYGWIN is an alternavite to going with Hummingbird Exceed to run ABAQUS on a Windows based machine.

The last time I set up ABAQUS this was required since ABAQUS was not 100% ported from UNIX base. Your link that you are asking about would be basically an interpreter for the OS and ABAQUS. I think the copy protection as also required to use this link as well but my memory is fuzzy on that one.

I have run Abaqus just fine on Win (XP, XP-64 and 7-64) and Linux (Suse 9.?).  If this is a port from Unix than this is possibly not needed anymore.  I hope this helps.
