To me it seemed that B31.3 has no control on cross weld, nor recommends seam stagger spacing, while such requirements are in ASME VIII , PIP and AWS code.

Is there some space that B31.3 refer to other codes so that no need specifically say that?

To my knowlege the code make no mention of weld crosses in pipe. Remember that the code does not relieve an engineer of using sound engineering judgment, making sure that weld seems don't lineup is a prime example of such sound judgment. Your fabrication procedures used by your shop should clearly state to stagger seams at circumfrential welds.

                 You are spot-on with your comments. There are too many people who beleive that the Design Codes are "Design Guides" which cover everything. As you say it is up to the engineer to ensure that the design/fabrication/inspection/installation is fit for purpose using good engineering practice. Because the Code does not specifically cover everything does not mean that good practice should not be employed. Staggering seam welds in piping systems is one such item.
