Piping Arrangement of Plate & Frame for Water Side Economizer

I am struggling with whether to pipe a plate and frame (150 ton) in series or parallel with two 400 ton chillers for water-side (w-s) economizer cycle.  The questions is approach off of the tower and supply water temperature to be supplied during w-s economizer operations.  The conditions are arid climate with average high's of 85-90F in the summer with only a three month mechanical cooling load.  The base load the remainder of the year is 150 ton or less.  The facility is a hospital with base load required 24/7.

Anyone with experience in this application?
