Max Arc condition when concentric with hole - SW2008

I'm working on the drawing for a part that has an arc surface that is concentric with a hole.

I'm trying to create a dimension to the maximum distance of the arc. When I go into my dimension properties and change the arc condition from Center to Max, solidworks gives me the max dimension to the hole and not the arc, despite the fact that I definitely chose the arc when creating the dimension.

Has anyone encountered this before and knows what I might be doing wrong?

Hold down the Shift key when selecting the arcs.
