Does bead blast remove/destroy chromiun oxide layer that was produced from passivation process?

Yes. Can you explain more? What type of beads (glass. aluminum oxide, etc.)? what mesh? and for what pupose, spec, etc.

Its glass beads and the purpose is to have the finish look that we wanted. We passivated the parts before going into bead blaster. We are trying to figure out why we have rust in our finished part.

If there was iron (steel) in the bead hopper (re-use of beads) your bead blaster would have "blasted" iron into your part.  That may be why you have rust.

Get chemical composition from the supplier of the glass beads. Certain materials that may normally be present, could be doing harm.

It could even be dust from the SS that is causing the rust.  When you get very fine powder that can happen.
Passivate after blasting.  It shouldn't change the appearance at all.
