Can anyone advise with regards to once weld repair is completed on 30mm gusset plate tied to hull. Is there a requiremnet for post heat treatment. Material EH36

You need to review the Code of Construction for ship hull fabrication.

If you are talking ABS or Mil_Std 1689a the answer should be no unless specificlly directed by print or ALT.  HSS steels like Eh36 rarely require stress relief by these standards.  HTS and HY materials often do.
