Apparently V5 does not have the inherent ability to either sort the items in a CATProduct Tree or pack (put multiple identical parts together and show the quantity)

eg - sort example:
-- b
-- a
-- c

becomes:
-- a
-- b
-- c

eg - pack example:
--weldnut
--weldnut
--weldnut

becomes
--weldnut (x3)

Are there any tools available to add this functionality to V5?

There is no functionality to re-order the items in the Tree as you've asked...and I don't know that you would really want that (or at least "I" wouldn't want that upside down).

Why not use the Analyze/Bill Of Material to manage this?

That's a PDM issue not really a engineering issue I would suggest like brengine says to either use the Catia BOM or the PDM BOM features

?  Have you try "Graph tree reordering"...... in CATIA assembly workbench

Search in the last version of the file attached here http://www.eng-tips.com/viewthread.cfm?qid=251808&page=1 and you will find something useful.

First you need to rename instances (if you delete one instance for example, it will not be automatically renumbered in CATIA tree) and after that you can reorder components.
