I just returned to this business after being retired due to some 'cosmic perturbations'or other. If I recall correctly, An ASME PQR groove weld (SMAW), on plate or pipe any position will qualify that material & rod & other famiy related listed & approved materials & rods for welding ASME plate & pipe all positions.  
To qualify for all plate (Groove CJP) welding positions, SMAW, for AWS,one has to do PQR's (separate PQR for each position)for 2,3,4G.
If one uses AWS Prequalified WPS's do you have to
have one for each position also?

I don't believe it is required, but a WPS which lists all the variables for each position as outlined in Table 3.7 of D1.1 can be confusing at best.  I have always just used a position specific prequalified WPS for that reason.
