What is the standard for referenceing Dimensions on a mechanical drawing. Like where is the proper place to reference the 0,0 orgin before giving dimensions for mounting holes? What standards can I ref in future for this?

It is ANSI Y14.5

The latest and greatest is ASME Y14.5M, basically the same though.
