Iyc - Cold Formed Steel - 2001 AISI

I am looking for input on the Iyc value used in Eq. C3.1.2.1-14 in the 2001 AISI Standard for a C channel member with lips.. I have been taught it is simply the Iy published by the manufacture divided by 2. I am not sure if that is correct. Additionally I have seen other engineer's calculations that use the full value of Iy as the value of Iyc. I think the key is in the proper interpretation of the definition of Iyc but I think it due to the terminology it can be misinterpreted. Anyone have an opinion on if Iyc is Iy/2 or the full value of Ic or another value?

I use 1/2 of Iy.

Does anyone else agree with Dave with Iy/2 or feel it is another value?
