What types of restrictions do you usually put on the placement of horizontal construction joint in basement walls or interior shear walls? It seems that requiring a Class 'B' tension splice of your reinforcing bars and requiring the concrete surface to be roughened to a 1/4" amplitude would accomodate your flexural and shear requirements, respectively. But what if the contractor is locating two construction joints within the development length of the flexural reinforcement, say a joint within ld from the bottom of the wall? Thoughts?
