Can a P1-P1, F3/F4 WPS qualified with impact testing, be used to weld a P1-P1 joint where impact testing is not required?  If yes, would the Supplementary Essential Variables remain as essential?

Yes. And the supplementary essential variable do not apply to the non impact tested joint. I would advise writing two WPS's supported by the PQR. One for the non impact test case without supplementary essential variables and one with them defined.

Thanks, this is what I thought but some people just like to argue and argue.

Since some people don't fabricate, they get paid to argue and argue--that is the product they sell their client.
