I'd like to solicit some opinions. The NEC in 110.26(A)specifies working clearances, but is not clear for one condition.  If I have 2 panelboards at a room corner intersection, such that one panel is perpendicular to the other, each panel can individually have its door opened and perform work, but both panel doors cannot be opened at the same time, does that meet the intent of the NEC.

I have that condition in numerous locations, no AHJ has ever had a problem with it.  You need to make sure that you have the required working width, (I believe that is 30" for a standard panelboard).  You can't have the panels touching corner to corner and then restrict the available width.  The test will be if there is sufficient space to safely work on the panel without the other interfering with access and the ability to safely remove and install the covers, etc....

You mean they physically cannot be open at the same time?  That sounds like a problem to me.  You do not have clear working space for both panels.  At least that would be my interpretation.  I'm sure it has come up before somewhere.  You might check with your local AHJ or state electrical inspector.

I don't think the NEC requires the clearance to be available under all conditions. For example, it's common to allow a panelboard in a shallow closet that provides necessary clearance only with the door open.
