could someone tell me under what circumstances we need to consider cable bonding in a 132kV onshore substation? Apparently, someone was asking me this question. i have not done any project related to this and I do not want to give a false information to him, your advices will be greatly appreciated.

The ins and outs of Cable sheath bonding is too big a topic to give a full and complete response to here. Basically if you install single core cables you get circulating currents in the sheath. The choice of bonding technique is a balancing act between required rating, disposition of cables relative to one another, sheath circulating currents & losses, and sheath voltage limits. The attached document gives some useful insight.
I can recommend the Bicc Electric Cables Handbook ISBN 0632040750 as a comprehensive reference on all things to do with HV cables.
