Which filler metals are considered non air hardening?

A welding procedure is qualified per ASME Sect IX using P-5B Gr.1 material(>3%Cr.) welded with ERNiCr-3 (GTAW) / ENiCrFe-3 (SMAW) without PWHT. This procedure would be used to for small bore socket and seal welds. My questions are:
1) Can this procedure be used for ASME piping per table 331.1.1?
2) Does section 331.1.3(b) apply to this procedure?
3) Does interpretation 15-18, file B31-96-036 question and reply (2) apply in this case?

In reference to the non air hardening filler metals, where would I find this information? Is there an AWS, ASME, ASTM  publication I can get this from?

1). No, for >3% Cr all ticknesses require PWHT.
2). The design code lists the requirements for preheat and PWHT. A WPS is qualified to Section IX and should have been qualified using the preheat and PWHT requirements per the design code (B31.3).
3). Sorry, don't have a copy of this Interpretation handy at the moment.
