Use a split line to break your surfaces where the red lines are, then apply a draft with the Parting Line option (not Stepped) used.

I already tried that.  When I try to apply the draft an error comes up that just says "could not construct draft".

Looks like you may need some more complex hands-on help with this issue, then.  Are you willing to pay someone for such services?

Not really. Just looking for some help/advice. Thanks for the offer though.

It's tough to know the cause of the draft failure without seeing the part and proposed parting lines more clearly.

If you can keep your parting plane generally flat, I'd recommend inserting a plane where most of the red lines run and creating a regular draft feature (no Steps, no Parting Lines) after breaking the cylindrical surfaces with a Split Line.  Ought to work quite easily unless there are other unpredictable jogs (non-planar) in the parting plane.

Since most surfaces on the bottom half are small and separate, the probably don't need to be concentric.

Draft the entire cylindrical surface in the upward direction, then split and add draft to the small surfaces that need downward draft.
