I am trying to design a Segmental Retaining Wall with modular block facing using NCMA design manual i am not sure how to account of CL-625 truck load typically we take 12kPA traffic surcharge (2.0 ft of earth behind wall) for heavy traffic. Would this suffice or do i have to apply heavier surcharge. How should i interpret this the above load as equivalent surcharge.

Your method was accepted in AASHTO Standard specs for ordinary truck traffic, but you must look what is enforceable at the site. If no express simplification is given there for the given truck, then using effects of loaded areas through Boussinesq's equations for pressure is the way to go, I think.
