Constructing a monotube frame to support equipment over live traffic lanes. The horizontal and vertical members are API-5L-A106 B/C 18" diamter pipe with a 1.156" wall thickness. The members are attached at 90 degrees by tapering the ends of the pipes at 45 degrees. The detail calls for a complete penetration groove weld. The fabricator has several concerns with this weld and joint. Due to the thickness  of the material he is concerned with the heat generated from the welding. He has also stated that a full penetration cannot be made because he does not have access to the joint to back gouge nor can he insert a backing plate due to the geometry and interference with stiffners on the inside of the pipe. The General Notes reference AWS. Can a full penetration weld be made at this connection?

With GMAW-S (short-circuiting arc) I am unsure why a full pen weld could not be achieved, unless your fabricator has no experience with this process?
