This may be more for the aeronautical structural guys, but where can I find information related to the buckling analysis of flat rectangular metallic panels WITH A CIRCULAR HOLE in combination of shear and compression or one of the two. ESDU doesn't seem to have any info on this.

This is section 3.4.6 in Galambos V.
This text even for panels without holes (6.15 research needs) list as the first need studies on " combined shear, moment and axial force", hence not surprising with holes even better.
Now we can enlist the help of fem, model your thing with some out of plane nodes and see the behaviour.
When looking for a Fcr, it is very usual to simply judge the situation by some interaction formula on the worsts, hopefully with some support.
Also, the context of stress concentration has many cases of circular holes on bare plates. If not for the intent and the results, a look for the treatment of geometries and different problems may be worth; Pilkey's has a lot of formulas for this.
On circular plates with concentrical holes there are some cases in

Central placement of the holes is highly perturbating of the tie formation, so for the relevant cases to be avoided
For thicker webs a Vierendeel like analysis becomes common.
