A Mechanical Joint Tapping valve is used to connect a new line onto an existing line while the existing line is "hot".

The insert valve is not used to connect a new main. It is used to install a valve in an existing line where there isn't one.
They are concepts of the installation process that are similar; but, they are different and the valves are used for different purposes.
