Low Voltage Earth Pilot in Coupler

(OP)
Hey guys, had another question for you this time relating to a LV 3-phase bolted coupler. We have a coupler on a job which does not contain a pilot (there is provision for one in the coupler however). Now there has been concern raised that this does not seem correct however i am tending to disagree for a couple of reasons.
1st - the coupler is not for a trailing cable but for a permanent fixed connection between to machines.
2nd - AS3000 makes mention that for these types of connections they are to be considered as a Junction box.

Does this osund correct.

Regards,
