I'm trying to find a documented source/design manual for determining the minimum cover for a 2" copper water service (type K). I'm not concerned with frost, only traffic loadings. Copper.org states 1" copper can be placed under 1.5" of bituminous pavement for snow removal systems as long as the pipe bedding is properly compacted....but I'm looking for more detailed design and supporting information.

For normal water service not in a cold climate and not on a major street, it would probably be 18". Check the building code. Here is a reference for the IBC.
