In the calculation process of "Design bolts loads" and "Flange design procedure" ASME VIII Div.2 -2007 use a term ME called "absolute value of the external net-section bending moment", it expresion does not appear.
Could anybody explain me what produce this bending moment?
I don't know if it is during the erection or during torque or other situation.

It is external to the flange - such as a piping external moment.  It occurs during assembly, during operation, etc.
