Is it possible to insert and orient an axis or user coordinte system with angles relative to the initial x,y,z
axis? I have a part machining axis that is set relative to X,Y,Z. But I cannot figure out how to specify these relations.

Not sure if I fully understand what you are asking.

Try the Coordinate System Icon found on your Reference toolbar.  I think this will get you what you need.

In SW2001Plus, you first want to choose 1 - 3 surfaces or create 1 - 3 reference planes all square to each other, parallel to the reference planes for your part or tooling. You may want to pick an existing point or create one in a sketch to define a new origin. Two reference planes square to each other and an origin common to both will define the third plane implicitly, so you really don't need to formally define the third.  

Next, use Insert/Reference Geometry/Coordinate System:  pick the command, select your new origin, then select two surfaces, existing or new planes that you want to be normal (square) to two of your new axes.  The third axis will be defined implicitly as normal to the two you define.

One thing to note is that you have a veaiety of things that you can use to create coordinate systems... If you have an existing model, you can use edges, and vertices, to define location and direction of 0,0,0,, and x,y,z... you can also use sketch geometry too  either a 2d or 3d sketch line or point can be used to define the axes and origin.... food for thought
