I'm looking to measure the strain rate on the mast of a drilling rig while in service. What sort of experimental setup should I look into?

Strain gauges with most DAQ systems should suffice.

The complexity of the data acquisition depends on the accuracy needed, if you are looking for max strain or strain over time, number of gages, etc.

If this is a one time deal you are probably better off hiring someone. It is quite easy to waste a lot of time/money trying to install gages the first time. And if you don't know what you are doing it is easy to get bad data. One firm I have used several times is All Test out of Minnesota (alltest.com).

Let me ask you this - is there a device or method that is capable of measuring strain RATE directly?

Your sensor selection depends on the magnitude of your rates and deflections. Strain rate is velocity. Perhaps an accelerometer would work for your application.
