after college, i started working for EPC oil and gas companies for few years now..

i want to transfer to building or bridge design?
how do i do that? can i transfer as newbie engineer?
anyone had similar experience?

That depends on you. If you were designing bridges from shore to offshore oil rigs, then maybe.
A little more info on your experiences and schooling would be helpful to help you.

Look for a larger structural firm or A/E firm that has structural engineers and see if you can come in and be mentored by a senior engineer.  

If you have passed your FE - that would help, but may not be required.

First you need to decide if you want to go building OR bridge.  Sounds like you're fleeing from something....

For what it's worth, the guys we had coming into our A/E firm from the Industrial setting who had to start at newbie level level.  Yes, they had design background, but it just wasn't the same as putting an entire building together.  Unless you were designing entire building systems analyzing lateral you will probably you should expect an entry level position.

Of course, why not hire someone experienced for a lesser pay job?  I know people that are 35+ years old just getting into the field and unfortunately are interns.

You may come in with "entry level" engineering experience but you will come in with a few years of professional working experience.  

Companies can train/mentor you for the engineering, but it is more difficutlt to train/develop professional maturity.

Companies will look at that as well.

Yes, I think they'd still hire you if you have the right attitude and are clear that you want to pursue this path.  If you come in wishy washy they'll think you wont stick around, and surely wont pay you for "professional experience"
