I forgot to note that I use NX6

Insert -> Design Feature -> Block; Chamfer (4X)
or
Insert -> Curve -> Polygon; Extrude

Many ways to skin a cat; those are just the first to come to mind.  I'm sure that many would utilyze the sketcher.

OK, here's an example (in NX 6.0 format) which allows you to edit all aspects of this shape including the Height, Draft Angle, Inscribed Diameter of the Polygon as well as the NUMBER OF SIDES of the Polygon.

Just open the part, then open the Part Navigator and expand the item titled 'User Expressions' and you find the 4 parameters listed above.  BTW, this was done with 3 features (4 if you count the datum CSYS).
