In contracts, in area where I live, someone usually specifies in contract documents, that some % dye, some % ultrasonic etc, depending on type of detail.

Thus for example, all endplate connections that are specified in design to consist of full penetration groove welds, would be required to be tested 100%, that is all such details. In some cases this would be 30%

Any document or spec that guides on how that % amout is reached at?

Unless you have a specific construction code/standard or design standard as a guide for NDT requirements, it comes down to the Engineer and their experience.
