Gentlemen,

We are in the situation in which our newly constructed tanks (U&O Area)shall undergo a hydrostatic test. Nevertheless , the contractor is suggesting to proceed with the Service Test instead of hydrostatic test. Could anyone can point out on API 650 which allows this practice?

API 650 Appendix H Section H.6.6.1 but this only applies to the floating roof.  The tank still has to be hydrotested.

Define service test, do you mean a startup test of filling with oil?  API 650, Chapter 7 Section 7.3.5 allows for an alternate to hydrotesting if water is not available.  This is something the purchaser would have to approve.  Open some communication with the contractor, ask them for the reference of API 650.

Ask your tank contractor about what he has been smoking...

In Section 5.3, API-650 is quite clear about testing requirements and alternatives. "In service" testing is not an alternative,,,!

Ask to see his copy of API-650 and point this out to him.

"In service" leak testing is SOMETIMES allowed for selected piping systems constructed to the ASME B31.1 and B31.3 codes.

API-650 outlines some other important considerations regarding the timing of the hydrotest and the final tank coatings, final ladder/accessory attachments etc.

Also, just for fun, ask this guy about other jobs he has performed a "service test"

Does anyone remember the "service test" at Ashland Oil several years ago?  You may want to study the outcome.

I agree with MJCronin. The contractor does not have the right to wave a hydrotest.
