Does anyone know what is the minimum height above the permanent pool in a wet pond that a pvc liner should be installed at?

I was thinking of specifying 1 ft. Any suggestions?

That really depends upon when you would like the infiltration into the sidewall to begin, assuming permeable soils.  

Are you utilizing a positive discharge device for water above the normal water surface elevation ?

Do you plan to install the liner throughout the impoundment, i.e. bottom and sidewalls?  Do you mean where should it be terminated on the slope?

The pond liner should be extended at least 1ft (or 0.3m) above the extended detention elevation in the pond.
