Whether it is cost effective to use up to such a temperature is another issue.

So, it is possible that some sections of the secondary superheater may be made of T22, but one cannot say without detailed calcualtions that all tubes throughout the heat exchanger can be fabbed of T22 simply by stating the desing average steam outlet temp is 540 C..

If you are the owner/user of the Power Station, I would put generate a bid specification and have the major boiler OEM's provide material recommendations for consideration. Most of the major boiler OEM's have software that can model mean temperature over the entire foot print of the steam circuit based on fuel type and other factors that davefitz mentioned.

In general knowledge and experience, T22 is typically good for the 2nd superheater of your application.
