Depends upon the context.

IEEE publishes are series of "standards" for various topics of facilities engineering - the series is known as the "Color Books."

UL also publishes a couple of books which tend to be known by their colors, e.g. UL "White Book", http://www.uluniversity.us/catalog/display.resource.aspx?resourceid=194559

In addition to tommon's list, EPRI publishes an ac transmission line reference book which is also referred to as the red book.
