Can anyone explain to me how to calculate the inventory and operating loads on a culvert?  I'm using HS-25 laoding.  Thanks!

You can get design loads from AASHTO.
From the phrasing of your question, I would advise you to ask someone who has done this before.

These terms do not apply to loads per se, but to the load rating.  Inventory is the load rating calculated using normal factor of safety and operating is the rating based on the ultimate strength.

The load rating formula is contained in the Load Rating Chapter of AASHTO's "Manual for Condition Evaluation of Bridges.
