What iare a rules, ideas, etc, maybe recomendations, documents

We don't keep spare parts for digital protective relays. However we do keep spare digital protective relays.

Hard to stock everything you would need, some companies specialize in repairs of these and your best bet is to have spare relays on hand and repair any failed ones.

Yep, you are right, possible relays, not parts ( for me full relay is spare parts too)
Q., how relays, for extreme cases, whole range is difficult and not so cheaper.

Most large companies we deal with keep one spare of each type of relay.  For the smaller outfits, this is not always feasible.  

Some plants try to standardize as much as possible, even that means applying a relay that has many more functions than will be used for a particular application.  Such as using a Multilin SR-750 or SEL-351 for all overcurrent relaying applications, although they are overkill for many of the applications.  This has a lot of advantages that can make up for the added cost of the relay.

Next point, one relay ( each type) per SS, power plant or per 100 relays of same type?

We tend to keep at least one of each type(paying attention to control voltage).  For anything under 5 I only keep one of each type.  We deal mostly with SEL relays and they have a very fast turn around time on repairs.  I am on an island however so I keep at least one of everything.  I only keep spare parts for elctro mechanical relays.

You should have redundent relays applied for most applications. The exception is where other relays can back up.
